Hey Ajay, a little while back this came up & the answer is yes (kind of) ... During an active world event. ... Hopefully someone will come here and add a link to that old conversation for you.
I don't remember exactly... but it had something to do with the podium (next to arena) that shows up during W.E.s and then goes away ... I'll try to search through some threads & see if I can find it again.
Okay, found what I was looking for on the "Neighbors" page ... about 1/2 way down the comments on first page ... I am going to just plagiarize Xenon & repost what he wrote here:
[[[My friend once told me that when someone starts dragon tales, the building will appear. If it's past the autostart time and the building hasn't appeared yet, then that player hasn't been on that account during that time period and is likely inactive. I have yet to confirm this myself, however.
You can delete them and leave a note on their wall in case they ever come back.

It's the building that appears next to the waterfall during dragon tales, not world event. Usually best to do the last couple days so it gives people at least a week of playing and after autostart. I delete like 50 inactive neighbors during each tales. I don't need mystic maps anyway.
At one point I had like 300 neighbors and I tried several different ways to weed out the inactive ones and I was getting frustrated trying to figure it out so I just went through and deleted anyone level 100 or lower who had zero social ratings. My logic is that if they make it to level 100 and have a social rating then chances are that they play every day. Otherwise they very well could have long deleted the app and we'd be none the wiser.
Also a great indicator of an island's activity is their walls. When was the last post? 3 hours ago or 3 weeks ago?
Also are you able to collect social eggs when you visit. If the island is always full they may not play anymore.
It'd be awesome if they created an inactive mode for the game for when you don't plan on playing for a while or for those who want to stop playing all together.
One of theories on how to increase your gold income is by instead of just returning gold to the same neighbors every day, you send it a different neighbor every day. And if this theory is correct everyone who you sent gold to will soon be returning it and the gold will theoretically start pouring in. But the main reason that I haven't haven't really tested this theory is because of inactive neighbors. Inactive neighbors don't return gold. And with 200 or 300 neighbors and not knowing which are active and which aren't is a little intimidating. So an inactive mode for the game would be super awesome!
I have several inactive nbrs-- I keep them b/c we were 'friends' -- who have 2 or 3 eggs and haven't played for MONTHS. I play every day but often don't have time any more to deal with the crashing when visiting and posting so my daily visits has reduced to maybe twice monthly. My rating drops to zero with a week. So the egg rating is off base for me and many of my long term friends who have dramatically reduced visits b/c of freezing, etc. I know they're playing, the game just makes it impossible to visit. Just something to think about.
Ahhh, I only crash when I visit people above 120 or so. Most of my neighbors are between 80-120 as well. Didn't think of that.
